road closures.

We have been working closely with the City of Westminster, Metropolitan Police, Transport for London and a wide range of other agencies to ensure Pride London will be a successful event that causes the minimum of disruption.

Please find below the roads that will be affected.

1. Introduction

1.1. This year, the annual Pride London Parade is planned to take place on Saturday 3rd July and is linked with events taking place in Trafalgar Square, Leicester Square and Soho.

1.2. The Parade commences in Baker Street and proceeds via Orchard Street, Oxford Street, Regent Street, Piccadilly Circus, Regent Street (Lower), Pall Mall, Cockspur Street, Charing Cross, and Whitehall to a dispersal point spread between Northumberland Avenue and Whitehall Place and Horse Guards Avenue.

1.3. The Parade moves off at 1:00 pm (1300 hrs) with an estimated passing time of 90 minutes and an end to end duration of 3 hours.

1.4. The Parade consists of both floats and marchers whose progress, will be facilitated by temporary road closures in a series of timed zones.

1.5. The road closures will be put into effect with Police assistance and will be maintained by stewards and will be timed to go in ahead of the Parade’s Progress and taken out at the appropriate time following its passing.

1.6. Parking will be suspended along the route

1.7. Following the Parade there will be a Rally and entertainment in Trafalgar Square and Leicester Square.

1.8. The Event culminates with a festival in a closed off area of Soho.

2. Event Summary and Temporary Traffic Order requirements

The Parade will form-up in a closed portion of Baker Street

ZONE 1 

2.1. Parade Form-up 8:45am – 3.30pm (0830-1530)

• By 9:00am (0900) Baker Street will be closed south of the junction with Paddington Street extending south to and including the north and east sides of Portman Square. 

• All intersecting roads will be closed either side of Baker Street – with access permitted for residents.

• To enable the safe closure of Baker Street, an initial closure at the junction of Baker Street with Marylebone Road will commence at 8:45 am (0845) to ensure that all traffic has drained out of Baker Street by 9:00am (0900).

• The closure will remain in place until 3:00pm (1500) – the parade departs at 1:00pm (1300) and will take between 90 minutes – 2 hours to clear.

• As soon as it is considered safe an initial re-opening of the east-west cross roads will be undertaken to reduce the pressure on traffic either side of Baker Street.

• It is therefore requested that the closure be for the period 8:45am – 3.30pm (0845 – 1530).


ZONE 2 & ZONE 3

2.2. Parade 11.00am – 5.00pm (1100 – 1700)

• The Parade will depart from Baker Street / Portman Square at approximately 1.00pm (1300).

• It is a requirement this year to barrier the parade route along Oxford Street and Regent Street. In order to ensure that the crowds do not impede the progress of shoppers it has been decided to place the barriers in the carriageway. This will necessitate an early closure of the route to allow 2 hours for the barriers to be set out.

• It has also been decided that the closures should go in at set times in various zones.

• At 11.00am (1100) the road closures for the Parade route will commence.

• ZONE 2 Affected roads – closed from 11:00am (1100): -
o Portman Square
o Orchard Street
o Oxford Street between Portman Street and Oxford Circus
o Oxford Circus between Oxford Circus and Tottenham Court Road
o Regent Street between Mortimer Street and Piccadilly Circus
o And all intersecting roads: Margaret Street, Little Portland Street, Great Castle Street, Princes Street, Hanover Street, Little Argyll Street, Great Marlborough Street, Maddox Street, Conduit Street, New Burlington Street, Beak Street, Heddon Street, Regent Place, Vigo Street, Glasshouse Street, Air Street


• ZONE 3 Affected roads – closed at 12:30pm (1230)
o Wigmore Street between Duke Street and Portman Square
o Piccadilly eastbound underpass at Knightsbridge
o Piccadilly eastbound from Hyde Park Corner except London buses and for access
o Regent Street south of Piccadilly
o Haymarket
o Piccadilly Circus
o Coventry Street
o Pall Mall
o Pall Mall East
o Trafalgar Square
o Strand – westbound from Lancaster Place
o Whitehall
o Whitehall Place -closed 1:00pm (1300) to 6:00pm (1800)
o Horse Guards Avenue-closed 1:00pm (1300) to 6:00pm (1800)
o Parliament Street
o Northumberland Avenue
o And intersecting roads

• Roads will remain closed until the Parade has passed – duration of parade to pass a point is estimated at up to 90 minutes.  Therefore the requirement is to have a permitted road closure for the Parade route of 12:30pm – 5:00pm (1230 – 1700) although it is anticipated that the Parade tail end will have completed the route by 3:00pm (1500)
 
2.3. Parade float dispersal 3:00pm – 6:00pm (1500 – 1800)

• The Parade floats will park, de-rig and disperse within Whitehall, Whitehall Place and Horse Guards Avenue from their arrival at the Parade end until about 6:00pm.

• Whitehall Place and Horse Guards Avenue will be closed to traffic from 1:00pm (1300) to 6:00pm (1800) to enable float vehicles and de-rigging to take place in a safe environment.

• NOTE: A wreath laying at the Cenotaph by Service Personnel will take place during the Parade dispersal whilst Whitehall is closed to traffic


2.4. Trafalgar Square 7:00am – 9:30pm (0700 – 2130) 

• Pall Mall East and Trafalgar Square, west side, will be closed from 7:00am (0700) to enable installations associated with the event to be located in the parking bays in front of Canada House on the west side of the Square and to accommodate the expected crowds.

• The entertainment on Trafalgar Square will commence at 2:00pm (1400) with stage performance from 3:00pm (1500) and will terminate by 8:30pm (2030)

 

2.5. Leicester Square

• Events will also take place in Leicester Square but will not require any special traffic orders

2.6. Soho 6:00am – 11:00pm (0600 – 2300)

• The Soho events will require road closures for the placing of stalls and restaurant extensions on the highway.

2.6.1. Soho Square 6:00am – 11:00pm (0600 – 2300) – see attached drawing
• An initial limited road closure which will retain access for residents and service vehicles to enable the set-up of stalls, stages and other facilities around the area of Soho Square. Roads involved:

o Frith Street from Soho Square to Bateman Street

o Soho Square south-west corner between Carlisle Street and Greek Street

o Romilly Street between Moor Street and Greek Street

• The closure will remain in place until all structures are removed from the street or until 11:00pm (2300).

2.6.2. Soho Area 11:30am – 11:00pm (1130 – 2300)

• To ensure public safety when a large proportion of the participants of the Pride parade move into the Soho area to continue the celebrations traffic will be removed from the area

• Roads affected are all those within an area bounded by Wardour Street (west), Shaftsbury Avenue (south), Oxford Street (north) and Charing Cross Road (east): -
o Romilly Street
o Moor Street
o Old Compton Street
o Winnett Street
o Dean Street
o Frith Street
o Greek Street
o Soho Street
o Soho Square
o Carlisle Street
o Fareham Street
o Sutton Row
o Falconberg Mews
o Manette Street
o Bateman Street
o Bourchier Street
o Meard Street

The events will terminate at 8:00pm (2000) but it is expected that the clean-up operation and the crowd numbers may necessitate maintaining the closure until 11:00pm (2300) – again the Police will take over responsibility for the area from the organisers at that time and any extended road closures will be on public safety grounds.
 
PRIDE PARADE

3. Details of Parade Route

3.1. The Parade will form up from 0900 in a closed Baker Street

3.1.1. Parade Floats will form up from 9:00am (0900 hours) – parked on both kerb lines

3.1.2. Parade marchers will congregate from about 11:00am (1100 hours)

3.2. The Parade will commence to move –off at 1:00 pm (1300hrs)

3.3. The Parade will travel Baker Street into Portman Square across to Orchard Street and east into Oxford Street

3.4. From Oxford Street the Parade will turn south at Oxford Circus into Regent Street via Piccadilly Circus to Pall Mall

3.5. At Pall Mall the Parade will enter Cockspur Street.

3.6. The Parade will not enter Trafalgar Square but travel to the west of the King Charles ‘roundabout’ (Charing Cross) to enter Whitehall on the west (northbound) carriageway.

3.7. In Whitehall and before Great Scotland Yard, the Parade will move to the east (southbound) carriageway.

3.8. Parade walkers will peel off into Great Scotland Yard to return to Trafalgar Square via Northumberland Avenue, whilst the floats will continue to dispersal areas in Whitehall Place or Horse Guards Avenue.


4. Parade - Road Closures

4.1. The Baker Street closure will commence at 8:45 am (0845) to enable a full closure for 9:00 am (0900 hrs)

4.2. The closure will be fully implemented south of Paddington Street through to Wigmore Street.

4.3. Intersecting roads will be closed at the nearest junction to Baker Street. Streets affected are:

• Dorset Street
• Blandford Street
• George Street
• Portman Close
• Robert Adam Street
• Fitzhardinge Street

4.4. Northbound diversion to the west of Baker Street will be maintained along Gloucester Place

4.5. Northbound diversion to the east of Baker Street will be via Manchester Square, Manchester Street and Chiltern Street.

4.6. Southbound diversions from Baker Street will initially be at the Marylebone Road junction westbound to Old Marylebone Road and Edgware Road.

4.7. Secondary diversions and local access will be permitted as far as York Street and Crawford / Paddington Street

4.8. Portman Square will be closed on the north and east sides

4.9. Parade commences at 1:00 pm (1300 hrs) – road closures to commence at 11:00 pm (1100 hrs)

4.10. Parade start closures:

• Wigmore Street closed east of the Parade at Thayer Street with secondary closure at Duke Street

• Portman Square will be closed to the west of the Parade.


5. Oxford Street closures:

5.1. Oxford Street (eastbound) closures will commence at 11:00am (1100) from Portman Street to Oxford Circus

5.2. Oxford Street (westbound) will be closed from the junction at Tottenham Court Road

5.3. During the closures from 11:00am (1100) a selected series of cross routes will remain open along Oxford Street until 12:30pm (1230).

5.4. The roads which will be left for traffic to cross Oxford Street will be as follows: -

• Duke Street – south to north
• Vere Street – north to south to allow access to New Bond Street
• Harewood Place – northbound to Cavendish Square

5.5. Streets affected by the closure of Oxford Street: -

• Orchard Street from Wigmore Street
• North Audley Street between Oxford Street and North Row
• Duke Street north of Weighouse Street / Brown Hart Gardens across Oxford Street to Barrett Street
• James Street – access to be maintained for Barrett Street and Picton Place.
• Gilbert Street between Oxford Street and Weighouse Street
• Davies Street from Weighouse Street to Oxford Street
• Stratford Place
• South Molton Street
• Marylebone Lane south of Henrietta Place
• Vere Street
• New Bond Street south to Dering Street
• Sedley Place and Woodstock Street – access / egress will be facilitated
• Holles Street
• Harewood Place
• John Princes Street
• Portman Square – west side to remain operational – south side to close during Parade
• Wigmore Street to be closed at Duke Street during Parade


6. Diversions: -
Note: Oxford Street is subject to a permanent Traffic Order - the hours of operation of which covers the timing of the Parade and restricts use of Oxford Street to permitted Public Service Vehicles and Taxis.

6.1. Eastbound traffic from Marble Arch will continue to exit Oxford Street at Portman Street

6.2. Westbound traffic will be stopped at Tottenham Court Road – any traffic entering Oxford Street west of the junction with Tottenham Court Road will be diverted north at Great Portland Street.

6.3. Traffic will be able to flow north and south across Oxford Street as normal.
 
6.4. James Street south of Wigmore Street will have limited access to facilitate vehicle access for Barrett Street and Picton Place

6.5. Binney Street and Gilbert Street will become two-way during the event to permit access to premises

6.6. South Molton Street can be accessed, by authorised vehicles only, via Davies Street

6.7. If required special arrangements will be made to permit access to the diplomatic premises in Stratford Place to permit access via Davies Street

6.8. Sedley Place and Woodstock Street can be accessed via Dering Street and a reverse movement north along New Bond Street. Exit from these streets is not affected since the New Bond Street road closure operates north of this junction.


7. Other Traffic Management Requirements

7.1. It will be necessary to suspend the Ahead Only order southbound Regent Street at Margaret Street to permit London buses to access their bus stand in John Princes Street.

7.2. Similarly it will be necessary to suspend the Right Turn Only order at the junction of John Princes Street with Oxford Street to enable buses to exit from the stand eastwards into Oxford Street i.e. a permitted left turn, prior to the passing of the Parade.

8. Regent Street closures

8.1. The closure of Regent Street will occur in tandem with the Oxford Street closure as the Parade progresses eastward. Details: -

• Regent Street will be closed southbound from the junction with Margaret Street. This will require the suspension of the banned Right Turn from Regent Street into Margaret Street. The closure is needed at this location to prevent vehicles being forced to turn left (or right) into Oxford Street which are banned turns and conflict with the Pedestrian Signal phases.

• Great Castle Street will be closed at Great Portland Street – access only

• Glasshouse Street will be closed from the junction with Regent Street as far as Warwick Street. 

• Warwick Street will not exit to Beak Street - however the traffic flow in Beak Street will be directed into Warwick Street therefore this requires the suspension of One Way working in Warwick Street.

• Kingly Street is now southbound and closed to traffic during the event by a traffic order

• Beak Street will be closed from the junction Warwick Street to Regent Street

• Little Argyll Street and Argyll Street will be closed.

• Great Marlborough Street will be closed between Kingly Street and Regent Street – warning will be posted at junction with Poland Street – vehicles will be able to access Ramillies Street

• Heddon Street will not be accessible to vehicles.

• Hanover Street will be closed

• Maddox Street will be closed from Regent Street to Mill Street

• Vigo Street will be closed between Sackville Street and Regent Street

• Sackville Strete will be closed southbound

• Air Street between Regent Street and Piccadilly will be closed

• Air Street between Regent Street and Glasshouse Street will be closed

• Conduit Street traffic will be closed east of Saville Row / Mill Street

9. Details of traffic closures

9.1. The Northbound closure will commence at the junction of Regent Street with Piccadilly Circus and continue to Oxford Circus.

9.2. Northbound traffic for Regent Street will be diverted as follows:

• Exit Piccadilly Circus, east along Shaftsbury Avenue, north (left) at Cambridge Circus and proceed on Charing Cross Road / Tottenham Court Road, turn west (left) at Howland Street and proceed to Portland Place

9.3. Southbound traffic on Regent Street may be diverted as follows:

• Left from Regent Street into Mortimer Street

9.4. There will be no access to Regent Street from any side intersection between Margaret Street and Piccadilly Circus: -

• Great Castle Street will be closed at Great Portland Street

• Glasshouse Street will be closed at the junction with Warwick Street. 

• Warwick Street (One-way northbound) will have irs flow reqruesed and made two way as there will be no exit to Beak Street

• Little Argyll Street and Argyll Street will be closed.

• Great Marlborough Street will be closed at its junction with Kingly Street – access will be permitted at junction with Poland Street – Ramillies Street will remain accessible

• Heddon Street will not be accessible to vehicles.

• Hanover Street will be closed.

• Maddox Street will be closed east of Mill Street.

• Pollen Street will not be accessible to vehicles.

• Vigo Street will be closed east of Sackville Street

• Vigo Street traffic will be diverted to Piccadilly via Grosvenor Gardens

• Sackviulle Street will be closed ot traffic southbound

• Saville Row normally exiting to Regent Street via Vigo Street will be diverted to Piccadilly via Grosvenor Gardens and Old Bond Street

• Conduit Street traffic will be closed east of Saville Row / Mill Street and traffic diverted south at Saville Row or north at St George Street.

10. Piccadilly Closures – from 12:30am (1230)

• Close Knightsbridge Underpass (eastbound) divert via up slip to Hyde Park Corner

• Exit from Hyde Park Corner to Piccadilly to be closed to all traffic except buses and local access

10.1. Piccadilly eastbound closed to traffic at Hyde Park Corner

• Traffic will be permitted as far as Stratton Street and then diverted off of Piccadilly at Duke Street (St James)

• It will be necessary to suspend the compulsory left turn at the junction of Berkeley Street into Piccadilly.

10.2. Regent Street (Lower section) closed, traffic diverted at Pall Mall and Jermyn Street

10.3. As these closures are implemented the following closures will be necessitated: -

• Great Windmill Street (southbound) closed at Shaftsbury Avenue

• Panton Street will be closed at Oxendon Street

• Shaftsbury Avenue will be closed to westbound traffic at Great Windmill Street

• Close Shaftsbury Avenue at Charing Cross Road and divert northbound

• Close Charing Cross Road southbound @ Cambridge Circus

• Haymarket closed at Coventry Street

• Charles II Street closed at St James Square

• Close east side Trafalgar Square / Charing Cross Road divert via Duncannon Street

• Parliament Street / Whitehall will be closed at Parliament Square

• Northumberland Avenue closed at Victoria Embankment

• The Mall will be closed at Horse Guards Road

• Great Scotland Yard, Whitehall Place and Horse Guards Avenue will be closed at Whitehall

• Strand will be closed west bound at Lancaster Place – divert via Aldwych

• Exeter Street / Bedford Street at Strand divert eastbound

• Charing Cross Railway Station divert eastbound Strand

• Horse Guards Avenue closed at Victoria Embankment

• Savoy Place closed at Savoy Hill

• Savoy Street closed at Savoy Way

10.4. Roads will be re-opened in sequence as the Parade progresses through sections of the route

 
EVENT AREA CLOSURES

11. Pride Event Locations

11.1. Trafalgar Square Event - Road Closure

• Pall Mall East and the west side of Trafalgar Square will be closed from 7:00am – 9:30pm (0700 – 2130) 

11.2. Leicester Square Events

• No road closures required outside of those already applying to Leicester Square.

11.3. Soho Event Area – Road Closures

• The event is to take place between 12:00 (noon) and 8:00pm (20.00 hrs) which will require two phases of traffic closures:-

• First phase commencing at 6:00am (0600) until 11:00pm (2300) in selected areas

• Second phase to commence at 11:30am (1130) to create a safe traffic free environment for the street activates in Soho which will last until 11:00pm (2300)

11.4. Details of Soho Closures

11.4.1. It is proposed to close the following sections of carriageway to all vehicular traffic from 6:00am to 11:00pm. (0600  – 2300 hrs):
• Frith Street between Bateman Street and Soho Square
• Romilly Street between Moor Street and Greek Street

11.4.2. Commencing at 11:30am (1130) the remainder of the Soho area will be closed for public safety and to permit an extension to ‘al fresco’ dining areas, affected roads:
• Romilly Street
• Moor Street
• Old Compton Street between its junctions with Wardour Street and Charing Cross Road
• Winnett Street
• Dean Street between Oxford Street and Shaftsbury Avenue
• Frith Street between Soho Square and Shaftsbury Avenue
• Greek Street between Soho Square and Shaftsbury Avenue
• Soho Street
• Soho Square
• Carlisle Street
• Fareham Street
• Sutton Row
• Falconberg Mews
• Manette Street
• Bateman Street
• Bourchier Street
• Meard Street
• Richmond Buildings
• Richmond Mews

Streets such as Bourchier Street, Meard Street, Richmond Buildings, Richmond Mews and Falconberg Mews, which are cul-de-sacs, are closed due to their associated exit road being closed. Special arrangements may be made to allow the exit but not re-entry of residents from those streets during the hours of the Traffic Order.

12. Parking Suspension

12.1. Separate list for Parade route and Soho to be appended – meeting to take place with WCC Parking Services

13. Traffic Signs

13.1. Advance warning signs to be erected one week in advance – schedule to be agreed

13.2. Temporary closure signs, cones and contra flow installation to be confirmed and undertaken by contractor(s)
